2025 MROO Scholarship Recipients

The Municipal Retirees Organization of Ontario is pleased to announce that our annual student scholarship Program has distributed 38 scholarships to post-secondary students going into second year across the province. A grand total of $117,000 was awarded in 2025.

MROO is divided into 9 Zones across Ontario (with the addition of Zone 10 - outside of Ontario) with Zone Directors responsible for each region. Scholarships were awarded in each Zone, as well as a limited number in a region that encompasses the rest of the country. Recipients were determined based on the number of applicants and specific eligibility criteria, including the students’ leadership skills, volunteer experience, and commitment to making a difference in their communities. Recipients must all have a familial relationship to a MROO Lifetime Member.

Don MacLeod Memorial Award

We are also pleased to announce that MROO's largest scholarship of $5,000 went to Marie Goemans of Ottawa. Maria is in her second year at the University of Toronto, doing a double major in Environmental Science and Cell & Molecular Biology and minoring in Indigenous Studies. This award honors MROO’s past President Don MacLeod and is awarded annually to one exceptional student who shows leadership at school and in their wider community.

Jack and Francine Delcourt Scholarship

New this year, we are also pleased to announce that MROO's second largest scholarship of $4,000 went to Alexei Reid. From Formosa, Alexei is currently studying Nursing at Western University.

Alexei Reid has been awarded the Delcourt Scholarship in 2025.

The Jack and Francine Delcourt Scholarship recognize Jack Delcourt (Retired Chief of Police, Barrie) who was instrumental in launching the MROO scholarship program in 2006, and wife Francine Delcourt, for her long-time service as a member and Chair of the Scholarship Committee, as well as an Alternate Director and Director for Zone 9 for many years. MROO would like to thank the Delcourt's for their great contributions over the years and recognize the tremendous impact they had on the growth and success of the MROO scholarship program.

Along with the $5,000 and the $4,000 MROO scholarship, MROO also distributed 36 student scholarships valued at $3,000 to the following students across all MROO Zones:

President of MROO, Keith Robicheau is delighted to be a part of MROO and give back to his local community through the MROO student scholarship program.

Robicheau explains, “MROO is all about supporting our local members and through the student scholarship program we are able to encourage the next generation of students and help them achieve their life goals. This program supports our members and their families. It’s a great program and we are very proud of!”
