Don MacLeod Memorial Award for Leadership 

Annually, the Scholarship Committee awards the prestigious $5,000 Don MacLeod Memorial Award for Leadership. The recipient will be judged the worthiest leader in the past, and in the future. Learn more about Don MacLeod here.

 

The Jack and Francine Delcourt Scholarship

In 2025, MROO announced a new scholarship - the Jack and Francine Delcourt Scholarship. The Scholarship recognizes Jack Delcourt (Retired Chief of Police, Barrie) who was instrumental in launching the Scholarship Program in 2006, and his wife Francine Delcourt, for her long-time service as a member and Chair of the Scholarship Committee, as well as Alternate Director and Zone 9 Director for many years. 

MROO would like to thank the Delcourts for their great contributions over the years and recognize the tremendous impact they had on the growth and success of the Scholarship program. The new scholarship valued at $4,000 will be selected and awarded annually by the Scholarship Committee.

The first Jack and Francine Delcourt Scholarship was awarded in 2025 to Alexei Reid from Formosa. Alexei is studying Nursing at Western University.

 

Scholarship History

  • In 2006, MROO scholarship program was initiated: one scholarship per zone at $1,000 per scholarship. Eligible students were entering first year of a university, college or college equivalent program.

  • In 2009, the number of scholarships increased to two per zone, remaining at $1,000 each.

  • In 2010, slight changes were made to the Scholarship Program. Scholarships increased to $2,000 each and students were now required to be entering second year of a university, college or university equivalent program.

  • In 2012, the Scholarship program added the $5,000 Don MacLeod Leadership Award.

  • In 2023, the value of each individual scholarship, other than the Don MacLeod Leadership Award, was increased to $3,000.

  • In 2024, the Don MacLeod Leadership Award became the Don MacLeod Memorial Leadership Award.

  • In 2025, the Jack and Francine Delcourt Scholarship was announced and awarded to the first recipient.
